James Kilgore is an educator, writer and activist based in Urbana, Illinois. He has written widely on e-carceration,  mass incarceration in general and electronic monitoring in particular. His most well-known books are Understanding Mass Incarceration: A People Guide to the Key Civil Rights Struggle of Our Time and Understanding E-Carceration: Electronic Monitoring, The Surveillance State and the future of mass incarceration.
